Locke, VAST’s executive director, apologized for the sudden change, saying that VAST is “really trying to bring new people from NY and PA to ride in Vermont, so by offering a free weekend we can all do it.”

Extend to…” What is VAST? One of the oldest snowmobiling organizations in America, VAST is the organization for the sport of snowmobiling as well as 4,70 in Vermont. Responsible for maintaining and developing over 0 miles of trails.

Through the efforts and hard work of many people here in NH to include Chris Gamache, Gail Hansen, Tim Acerno, and John Wimsott, all of whom worked closely with our neighboring states, NH enacted a law

What established the Vermont/New Hampshire partnership? Snowmobile weekend in 2010. A collaboration with Maine for a special weekend was added in 2011. Since then snowmobile enthusiasts have been able to explore new trails in northern New England under a single snowmobile registration during the last weekend in January.

Opening Weekend Recap

This weekend became known as the annual Tri-State Reciprocity Weekend where snowmobiles registered in Vermont, Maine, or New Hampshire were legal to ride in any of the three states. NH should include the exact weekend in its administrative regulations, which all three states agreed would be the last weekend in January.

Once enacted, it cannot be changed without going through a lengthy legislative process. The question going forward is does NH want to create a free weekend where snowmobiles registered out of state can ride here? Is the benefit worth the cost?

The costs are the additional time and expense of grooming trails that will be heavily used, additional enforcement, and increased accident investigations (an inevitable byproduct of a busy riding weekend). The concept of reciprocity, where riders can day-trip and explore new trails and areas without worrying about borders, is seemingly gone because individual states have no guarantee that a free weekend will fall on the same weekend.

No, especially since some states have forgotten how to communicate! The new law takes effect in February, but lawmakers are not done. He’s also considering other measures to bolster Vermont’s nursing workforce, including school loan forgiveness and allowing them to work more in the field while they’re still students.

Maine And Vermont Change Course

Both Maine and Vermont appear to be trying to lure out-of-state and Canadian riders with a new program that would allow snowmobiles registered in any state or province to ride for free during a given weekend.

Secretary of State Jim Condos says checks are being done to make sure those coming to Vermont from other states are eligible. “You may be licensed in another state, but we can go back to access that state’s regulatory process,” he said.

Vermont has seen a shortage of medical professionals of all stripes in recent years. “We needed 5,000 nurses in 2020, I believe the need has increased,” said Devon Green with the Vermont Association of Hospitals and Health Systems.

History Of Tri-State Reciprocity

Most importantly, NH-registered snowmobiles can ride for free in Vermont or Maine on February 1-3, 2019. Unfortunately, however, any Vermont or Maine registered sleds must be registered in NH if they want to ride – even on the last weekend in January.

. New Hampshire law (RSA 215-C:47) requires that for Vermont or Maine-registered snowmobiles to operate with their corresponding registrations in NH, NH-registered snowmobiles must be in those states during the same period. Must be allowed to work.

Must be allowed to work. The weekend has been one of the highlights of the winter for many resident and non-resident riders in the tri-state for nearly a decade. Sometime around November 2017, I started hearing rumors that Maine was considering moving their free weekend to February.

Future Of Free Weekend

I reached out to people in Maine and Vermont to remind them that any change in date would effectively end NH and tri-state weekend reciprocity. They told me they had no intention of changing the dates in January and the tri-weekend in 2018 went off without a hitch.

When hospitals and clinics are short-staffed, providers often pay to bring in travel nurses. But now Vermont is joining 34 other states in adopting the Nurse Licensure Compact, which allows nurses to travel and practice from one state to another without a license.

Green is among those who predict it will be an incentive for nurses to work in Vermont. “We get more new graduates, we keep Vermonters who went to school here and we can increase our workforce to reduce the costs that these travel nurses add,” she said.

These last-minute changes by Vermont and Maine, without any communication with NH, effectively killed any chance at a tri-state weekend. It’s unfortunate that this has happened, but more importantly, it damages the hard work and relationships that so many people have worked so hard to build.

We could have easily changed the dates here in NH if only Vermont and Maine would have talked to us and told us, especially since I asked…twice! In May 2018, NHF&G was required to renew the administrative rules governing snowmobile and OHRV rules.

Again, I reached out to Vermont and Maine, this time informing them that if they had any plans to change their free weekend dates, now would be the time to let me know because our rules are being renewed.

And I can easily make changes to keep the tri. -The state weekend is intact. They told me again that they had no intention of changing the January date. In July 2018, the NH Administrative Rules were renewed and finalized, ensuring that the last weekend in January is held as a reciprocal weekend.

Founded over fifty years ago, VAST is responsible for the maintenance, upkeep and grooming of over 5,000 miles of trails for the sport organization. One of the oldest snowmobiling organizations in America, VAST is a non-profit, private group comprised of 127 clubs across the state, with more than 24,000 members.

The clubs and their steadfast volunteers, and the landowners who allow riders to ride through their land, are the backbone of the organisation. Then, on September 25, 2018, I was sent an online post showing that Maine had just announced their free weekend for the 2019 season and it had indeed turned into a weekend in February.

I immediately contacted Vermont to make sure they didn’t make a similar change without communication. Lo and behold, Vermont made the same change! I was shocked. I checked with the NH Bureau of Trails and NHSA to see if they were aware.

They had no idea and had no contact. Remember that this is the weekend we can legally ride in Vermont as long as we have NH registration and insurance. Those registered in Vermont can ride in New Hampshire this weekend.

The snow is still falling so it should be a great time to get out and ride!! Totals will be listed and trails will be updated when the storm is over. So, why have we had a complete lack of communication from partners for nearly a decade?

Nh Free Snowmobile Weekend Rules

It appears that the Vermont Association of Snow Travelers was more concerned with attracting riders from New York and Pennsylvania and apparently had no interest in continuing a relationship with NH. Maine seems to have had the same intention with the Canadian provinces.

State regulators say the new law is just one way to expand the workforce and reduce health care costs. “This is probably the biggest cost escalator that health care in Vermont is seeing right now,” said Kevin Mullen of the Green Mountain Care Board.

The annual NH Free Snowmobile Weekend, in which snowmobiles registered in Vermont, Maine and New Hampshire can be ridden in any of those three states, was canceled due to last-minute changes by administrators in VT and ME.

They say the new law could have the unintended consequence of making it easier for nurses to leave Vermont because nurses here earn less and the cost of living is higher.
