2020 an emergency rule that will require school districts and public charter schools to create continuous learning plans (CLPs) that address how they will continue to provide instruction in a fully virtual environment. By the end of the 2020-2021 school year, all of Tennessee offered in-person learning options, and in April 2021 the State Board adopted a permanent rule limiting the ability of districts and public charter schools to use a CLP to provide distance instruction in the upcoming 2021-22 school year unless the governor declares
state of emergency and the head of education grants approval. As a result, families who want their students to continue to receive a significant portion of their distance education must enroll their students in a virtual school.
