“Everything froze very quickly in Banda Aceh,” said Tom Alcedo, president of the American Red Cross in Indonesia. “Roads were pushed up to the highlands. All those in their cars were chased away. It was a wake-up call.” Vivi Yanthi, an English teacher in the town, recalled that the water was hot, black, oily and filled with garbage. In the streets filled with fleeing people, Anthi saw a woman running, a boy holding his hand, banging on the windows of passing cars, begging for a ride. No one was stopped.
“I rode with my uncle on a motorcycle,” said Auntie. – I looked back and at first I didn’t understand what I was seeing – the water was carrying a big ship down the street. I told my uncle to drive faster.”
Ten years ago, the Indonesian city of Banda Aceh, on the northern tip of Sumatra, was hit by an unprecedented earthquake that day. More than 60,000 of its 264,000 residents died, accounting for 35 percent of Indonesia’s total loss.
But in Indonesia and other countries bordering the Indian Ocean, such measures are insufficient to protect the hundreds of millions of people living along the coast. Even with the best warning systems and evacuation plans, there are still many people in harm’s way.
In Southeast Asia alone, more than ten million people live within a mile of the coast. Evacuating Banda Aceh, Padang and every other coastal city miles inland would leave no safe defense against future tsunamis. “The situation is completely chaotic,” said Siarifa Marlina Al Mazir, a Banda Aceh resident who worked for the Red Cross during the 2004 tsunami.
“Instead of evacuating to safer areas, people are driving home or taking their children to school causing traffic jams.” Ordito Kodijat, director of the Indian Ocean Tsunami Information Center in Jakarta, said Banda Aceh and other coastal cities in Indonesia should set up good evacuation routes and conduct regular tsunami drills.
According to him, many people in Banda Ase are unaware of the fact that evacuation centers have been built. Others who witnessed the ferocity of the 2004 tsunami deemed the structures dangerous and tried to flee inland instead.
“If there is clear and strong guidance from local government, people may be better prepared,” Kodijat said. Like other countries devastated by the 2004 tsunami, Indonesia is now connected to a tsunami detection system in the Indian Ocean.
When an earthquake occurs, a system of sea-level sensors and surface drones transmit signals via satellite to government warning centers around the world, warning them of the potential for a tsunami. Many locals attribute the survival of the Rahmatullah Mosque on the outskirts of Banda Aceh to divine intervention, but the mosque’s open floor may have been swept away by a tsunami.

The 2004 tsunami that started on this fault struck the Sumatran coast within 30 minutes of the earthquake. Even with a tsunami warning, many residents did not have enough time to reach higher ground. Ten years later, Banda Aceh has been rebuilt and its population has grown to 250,000, almost the same as before the disaster.
