Last week, IOM completed site assessments at sub-district health centers (puskamas) in Aceh Barat and Nagan Raya districts. IOM will build up to 12 SHCs there as a temporary solution to healthcare needs until the permanent facilities are fully operational.
Ten SHC sites have been identified by the provincial health office, seven of which have already been assessed by the IOM’s medical team. To date, IOM has received generous contributions to the Indonesia Emergency and Recovery Program from the following countries: Australia, Canada, China, European Union, Germany, Italy, Japan, Korea, Netherlands, New Zealand, Poland, Portugal, Romania, Sweden, Switzerland
, United Arab Emirates, United Kingdom and USA, in addition to private contributions. About 180 stalls for vegetable vendors will also be built at Lapangan Basket, Penang. The program will eventually expand to a larger market area that will be cleaned and groomed in Old Banda.

During the past two months, 532 patients and escorts who have been medically cured in Medan and Nias have returned home through IOM reintegration and transportation assistance with the assistance of IOM. At the request of Rizal Noordin, Governor of North Sumatra, IOM continues to monitor patients’ progress and their market rehabilitation program on Nias and Simeulue islands continues with construction activities at three sites in Simeulue.
IOM-trained carpenters have completed the first 12 units in the island’s capital, Sinabang. IOM used its LCTs to transport additional construction material to Simeulue where many roads are still impassable for trucks. The clearing work is going on at Nias and the construction will start this week.
The Indonesian government asked IOM to build 11,000 transitional homes for those left homeless by the 26 December tsunami. All required components are now manufactured by Acehnese contractors who employ an estimated 700 local men. In many cases the workers are internally displaced persons who move into the homes they have built.
The first houses were handed over to their new owners in a ceremony in Tingkem that took place on 26 April. In addition, IOM committed to providing 1,000 transitional housing units for civil servants at the request of the Acting Governor of Aceh.
On 17 May, one of IOM’s new Banda Aceh contractors began construction of shelters for local police officers left homeless by the tsunami. Cook said, “We are very confident that we will complete the construction in 72 days.”

Once completed, the site will have a total of 225 shelters and a satellite health clinic. Shelter construction is also going on at four other places including Punj, Ache Besar, where 117 units are being erected.

On another plot in Tingkem village, 32 new homes will be ready to move in this week. An estimated 600 units are in various stages of construction around Banda Aceh. The temporary school is a simple adaptation of the locally built RISHA II transitional housing IOM currently being built around the provincial capital of Banda Aceh.
The same design is used to build 55 health clinics in government-built Temporary Living Centers (TLCs) around the province and nine livelihood training centers funded by the German development agency GTZ. Last week, IOM met with the village head and sub-district head (
CAMAT) in Rukoh village, Siah Kuala sub-district, to assess the situation of internally displaced people in the area.
According to official sources, about a fifth of the 1,500 surviving residents of the neighboring village of Diah Raya still live in tents. IOM recently led a group discussion with men from Lankang village, Biruan, seeking their help in duck cages, salt pan huts and drying areas where the organization has been providing livelihood support to women for the past one month

Using a two-tier training of trainers methodology, IOM will train 20 IDP representatives, who will facilitate the training of their peers on, inter alia, risk mapping, capacity building and early warning systems and emergency planning.
The Livelihood Program continues to focus its activities among tsunami-affected communities currently living in Temporary Living Centers (TLCs) in the districts of Biruen and Pidi. The program has expanded to such an extent that IOM will open a subdivision on 1 June in Sigli, the main center of Pidi district.
In collaboration with partner agencies such as the North Sumatra Provincial Health Office and the World Health Organization, IOM will hold a two-day capacity-building workshop in Medan on medical evacuation procedures in earthquake-affected areas starting on 23 June.
The groups will analyze, simplify, and socialize guidelines and procedures for future medical evacuation. In advance, two preparatory workshops are held at the Nias workshop in Medan. On 28 May, IOM delivered four minibuses and radio phones to DepSos to improve their ability to reach IDP communities, improve their communication systems and allow the team to monitor ongoing data collection activities in remote areas.

The term of the new school is starting from 18th July. When permanent schools are built, transitional school buildings will be handed over to communities to become meeting rooms, libraries or children’s centers. IOM donated 17 bicycles to the Uswatun Hasnah Orphanage in Blang Nibong Village, Samudra, Aceh Utara District.
In preparation for further bicycle distribution, IOM interviewed 64 school children in Naga Umbang, who have been recipients of IOM’s school bus service, about their needs for future transportation assistance. Based on this assessment, IOM distributed 45 cycles in the same village on 25 May and stopped the transport service the next day.
A total of 94 children have benefited from IOM’s cycle distribution. IOM recently launched its USAID-funded market rehabilitation and revitalization program in central Banda Aceh. Construction on the first of 240 temporary market stalls in Pasar Aceh began on 18 May.
Ten local men were trained in basic carpentry skills under the cash-for-work programme, preparing them to participate in the wider project to build a total of 2,000 stalls. during the next few months. Two SHCs in the Banda Aceh region are already receiving patients and construction has begun with an additional 16 clinic sites in Pidi and Biruen.
IOM intends to complete construction of the Bireuen SHCs by mid-June. In Aceh Besar, construction work is already underway at Ruyong, while construction of the stadium complex at Meulaboh began on 30 May. IOM is providing start-up support, technical advice and capacity-building expertise to the Aceh Province Office of Social Affairs (DepSos) in an effort to support the government’s initiative to collect accurate IDP information.
DepSos began IDP registration in mid-April, and despite being about 60 percent complete, most forms have yet to be processed and stored in the database.
