The groups will analyze, simplify and socialize guidelines and procedures for future medical evacuations. Two preparatory workshops are held in Nias before the workshop in Medan. During a special meeting Monday, district officials cited “campus reopening spending” and “maintaining aging facilities” as some of the reasons for the deficit.

Cummins acknowledged those are legitimate concerns, but wants the district to also seek more money from the Texas Legislature. Construction of the first 240 stalls of the Pasar Aceh temporary market began on May 18. Ten local men have been trained in basic carpentry skills as part of a cash-for-work program that will prepare them to take part in a wider project to build a total of 2,000 stalls over the next few months.

The Nias and Simeulue Island market rehabilitation program continues with construction activities at three sites in Simeulue. IOM-trained carpenters completed the first 12 units in Sinabang, the island’s capital. IOM used its LCT to transport additional construction materials to Simeulue where many roads are still impassable for trucks.

Site clearance is underway in Nias and construction will begin this week. In addition to the project of temporary financing for the construction of schools and the provision of water and sanitation infrastructure, UNICEF will provide classroom equipment and books.

The new school term begins on July 18. Once permanent schools are built, temporary school buildings will be handed over to communities to become meeting rooms, libraries or children’s centers. The Livelihoods Program continues to focus its activities on tsunami-affected communities currently living in Temporary Living Centers (TLCs) in Bireuen and Pidie Districts.

The program has been expanded to the extent that IOM will open a sub-office on June 1 in Sigli, the main center in Pidie district. Aceh-based IOM contact persons will tour three temporary school sites next week.

Each of the RISHA II quadruplexes will be converted into three classrooms. The Ministry of Education can maintain six classrooms in shifts during the day, enough for 40,000 students. “UNICEF is building permanent schools, but it will take several years, and in the meantime it is very important to provide semi-permanent schools for children to continue their education,” said Dr. Rotgliano.

Officials also said during the meeting that SSID has seen a 20 percent drop in student enrollment in the past decade and is operating below capacity. “We are looking at the legislation to fund money to rehabilitate those schools and bring the students back.”

A pilot project for about 120 internally displaced persons from Nias living in Sibolga on the west coast of Sumatra island began on May 29. Using a two-tier train-the-trainer method, IOM will train 20 IDP representatives who will then facilitate the training of their peers on, among other things, risk mapping, capacity building and early warning systems and emergency planning.

“If it went through the community, it would bring in about $7 million a year, which is 10 percent of the current budget they have.” Of that, $5 million would come from the state. Therefore, the burden on local taxpayers will be very little,” Cummins said.

“Property taxes would increase by approximately $5 to $7 per month per household.” IOM provides start-up assistance, technical advice and capacity-building expertise to the Aceh Provincial Office of Social Affairs (DepSos) in an effort to support the government’s initiative to collect accurate information on -IDPs.

DepSos began registering IDPs in mid-April, and while about 60 percent is complete, most of the forms have yet to be processed and stored in the database. IOM’s partner, Koalisi Perempuan Indonesia (KPI), held anti-trafficking meetings in Cot Gue, Aceh Besar and Kuala, Pidie from 17 to 20 May.

More than 300 men and women from the community recommitted to preventing human trafficking using existing community protection mechanisms and communication networks with the government and other communities. This awareness initiative will reach six communities in the districts of Banda Aceh, Aceh Besar and Pidie.

The temporary schools are a simple adaptation of the locally manufactured RISHA II transitional housing units that IOM is currently building around the provincial capital of Banda Aceh. The same design is being used to build 55 health clinics in the government’s Temporary Living Centers (TLCs) across the province and nine life training centers, funded by the German development agency GTZ.

About 180 stalls for vegetable vendors will also be built in Lapangan Basket, Penayong. The program will eventually expand to a larger market area being cleaned and prepared at the old Banda Aceh Bus Terminal, which will include the space formerly occupied by Kedah Prison.

In many cases, the workers are internally displaced persons who will move into the houses they build themselves. The first of the houses was handed over to the new owners at a ceremony in Tingkeum village on April 26.

In addition, IOM is committed to providing up to 1,000 transitional homes for civil servants at the request of the Acting Governor of Aceh. On 17 May, one of IOM’s new contractors in Banda Aceh began building shelters for local police offices left homeless by the tsunami.

On May 28, IOM provided four mini-buses and radio handsets to DepSos to improve their capacity to reach IDP communities, improve their communication system and enable a team to monitor ongoing data collection activities in remote areas.

Other much-needed items such as laptops, printers and .ling cabinets have been donated in recent weeks. Two SHCs in the Banda Aceh area are already receiving patients and construction work has begun for an additional 16 clinics in Pidieu and Bireuen.

IOM intends to complete the construction of SHC Bireuen by mid-June. In Aceh Besar, construction is already underway in Rujong, while construction of the Stadium complex in Meulaboh began on May 30. Since March 28, IOM has donated more than 5,228 metric tons of humanitarian aid to the earthquake-affected areas, particularly the islands of Nias and Simeulue.

The organization has leased 30 local trucks to support its logistics operations and those of its partner agencies, and recently leased a landing craft (LCT) to further enhance aid delivery. The sub-district head has already approved a new resettlement site in Lam Gugob village, Siiah Kuala, and expressed gratitude for the possible role of IOM in helping IDPs build their homes.

The site is dry, clean and has reliable water sources and good access to the main road. IOM continues with a more detailed assessment of the location in cooperation with the Ministry of Public Works. Last week, IOM completed site assessments at sub-district health centers (puskesmas) in Aceh Barat and Nagan Raya districts.

IOM will build up to 12 SHCs there as a temporary solution to health service needs until permanent facilities are fully operational. The Provincial Health Service has identified ten SHC sites, seven of which have already been assessed by the IOM medical team.

IOM, in collaboration with the Indonesian Institute for Disaster Preparedness (IIDP), is implementing a comprehensive program on disaster mitigation, community preparedness and information, education and communication (IEC) distribution to help communities better respond to natural disasters, especially earthquakes and tsunamis.
