It is bordered by a number of dangerous seismic faults, particularly a long, arcuate fault called the Sunda megathrust, which parallels the islands of Sumatra and Java. The 2004 tsunami that started on that fault hit the Sumatran coast within 30 minutes of the earthquake. Even with an almost immediate tsunami warning, many residents would not have had enough time to reach high ground. Geological evidence of past tsunamis suggests that the segment of the Sunda Megathrust that lies near Padang, a city of one million on Sumatra’s west coast, may have been delayed by the earthquake. Government officials in Indonesia and Padang are aware of the risks. As in Banda Aceh, evacuation routes were planned and emergency shelters built. Ten years later, Banda Aceh has been rebuilt, and its population has returned to 250,000, almost the same as before the disaster. With smooth new highways and lively nighttime cafes, the city has been transformed. Apart from a number of impeccably manicured mass graves and a few deliberate reminders of the disaster – such as the presence of a large ship left in a city park – most signs of tsunami damage have been obliterated. Given the huge number of lives at risk, Sieh says, there is only so much governments can do, especially in poor countries like Indonesia, to prevent catastrophic losses from inevitable future tsunamis. “Is it working well?” Sieh asks. “Yes. There are people trying to educate; there are people trying to build vertical evacuation structures. But will that solve even 10 percent of the problem? I doubt it.” Faced with such an inexorable difference between life and death, Indonesia is struggling to improve public awareness and preparedness. A handful of evacuation shelters — three-story buildings, some with open ground floors to let the surge through — were built in Banda Aceh and other threatened cities. There is a network of sirens to warn residents that a tsunami is imminent. Vivi Yanti, an English teacher in the city, remembers the water being warm, black, greasy and full of debris. In the streets crowded with fleeing people, Yanti saw a woman running, holding the hand of a little boy, banging on the windows of passing cars, begging for a ride. Nobody stopped. “I escaped by riding with my uncle on the back of his motorcycle,” says Yanti. “I remember looking back, and at first I didn’t know what I was seeing — the water was carrying a big ship down the street. I told my uncle, ‘Drive faster.’” Banda Aceh, however, is probably not the most endangered city in Indonesia. “The shoe has already dropped there,” says Brian Atwater, a geologist with the US Geological Survey. “It’s not at all clear how often earthquakes recur, and whether the fault that erupted in 2004 spent everything it had on that earthquake, or whether there’s something left on the coast. Meanwhile, you have plenty of other places with little-understood hazards. Geologists like Sieh can tell us when earthquakes have occurred in the past and when and where they are likely to occur in the future.
