In addition, IOM is committed to providing up to 1,000 temporary housing for civil servants at the request of the Acting Governor of Aceh.
On 17 May, one of IOM’s new contractors in Banda Aceh began building shelters for local police officers who had become homeless after the tsunami. IOM recently launched a USAID-funded program to rehabilitate and revitalize a market in downtown Banda Aceh.
Construction of the first of 240 temporary markets at Pasar Aceh started on 18 May. Ten local people have been trained in basic carpentry skills under a cash-for-work program that is preparing them to participate in a wider project to build a total of 2,000 kiosks over the next few months.
IOM has shipped more than 5,228 metric tons of goods to assist earthquake-affected areas, especially Nias and Simeulue Islands, since March 28. The organization has deployed 30 local trucks to support its logistics operations and those of its partner agencies, and recently chartered a landing craft (LCT) to further enhance relief deliveries.
Together with partner agencies such as the North Sumatra Provincial Health Office and the World Health Organization, IOM will be holding a two-day capacity building workshop in Medan on medical evacuation procedures in earthquake-affected areas from 23 June.
The group will analyze, simplify and socialize guidelines and procedures for future medical evacuations. Previously, two preparatory workshops were held at the Nias workshop in Medan. According to officials, nearly a fifth of the 1,500 survivors of neighboring village Deyah Raya are still living in tents. In the last two months, 532 patients and companions who were declared medically cured in Medan and Nias have returned home with IOM assistance, through IOM reintegration and transportation assistance.
At the request of the Governor of North Sumatra Rizal Nurdin, IOM continues to monitor the progress of the patients and IOM they donated 17 bicycles to the Uswatun Hasanah Orphanage in Blang Nibong Village, Samudra, North Aceh District.
In preparation for the next bicycle distribution, IOM interviewed 64 school-age children in Naga Umbang, who are IOM school bus users, about their need for transportation assistance in the future. Based on this assessment, IOM distributed 45 bicycles to the same village on 25 May and were stopped by the transport service the next day.
In total, 94 children benefited from the IOM bicycle distribution. On 28 May, IOM provided four mini buses and radio handsets to the Ministry of Social Affairs to enhance their ability to reach displaced communities, improve their communication systems and allow the team to monitor ongoing data collection activities in remote areas.
Other much needed items such as laptops, printers and .ling cabinets have been donated in recent weeks. As well as financing a temporary school building project and providing all the water and sewage infrastructure, UNICEF will purchase equipment for classrooms and textbooks.
The new school term begins on July 18. After the permanent school is built, the transitional school building will be handed over to the community to become a meeting hall, library or child center. IOM is providing initial assistance, technical consultation and capacity building expertise to the Aceh Provincial Social Service (DepSos) in an effort to support the government’s initiative to collect accurate information on displaced persons.
The Ministry of Social Affairs began registering refugees in mid-April, and although about 60 percent have been completed, most of the forms have not yet been processed and stored in databases. The temporary school is a simple adaptation of IOM’s locally produced RISHA II temporary housing units currently under construction around the provincial capital of Banda Aceh.

The same design was used to build 55 health clinics in Temporary Buildings built by the government’s Life Centers (TLC) throughout the province and nine life training centres, funded by Germany’s development agency GTZ. IOM’s contactors in Aceh will be disbanded at three temporary school locations next week.
Each of the RISHA II quadriplexes will be converted into three classrooms. The Ministry of Education can hold six classes in rotation during the day, enough for 40,000 students. “We are very confident we can complete construction in 72 days,” said Cook.
“We have eight local contractors who are able to provide enough shelter units on schedule. We are also continuing to build shelters quickly.” The sub-district head has approved the location of the new settlement in Lam Gugob village, Syiah Kuala, and expressed his appreciation for IOM’s possible role in helping the refugees build their homes.

at the Basketball Court, Penayong.This program will later be expanded to pass a larger arsenal that is being cleaned and prepared at the old Banda Aceh Bus Terminal, including the space that used to house the Kedah prison.

IOM’s partner, the Indonesian Women’s Coalition (KPI), held anti-trafficking follow-up meetings in Cot Gue, Aceh Besar and Kuala, Pidie from 17 to 20 May. More than 300 men and women from the community recommitted to preventing trafficking using existing community protection mechanisms and communication networks with government and other communities.
This awareness initiative will reach six communities in the districts of Banda Aceh, Aceh Besar and Pidie. Shelter construction accelerated in Banda Aceh As of Cut, 62 temporary shelters are currently being built in Paya, Aceh Besar.
Upon completion, the site will be able to accommodate a total of 225 shelters and a Satellite Health Clinic. Shelter construction is also underway in four other locations, including Punge, Aceh Besar, where 117 units are being built.
Elsewhere in Tingkeum Village, 32 new houses are ready for occupancy this week. An estimated 600 units are in various stages of construction around Banda Aceh. IOM recently held a group discussion with the community of Lancang Village, Bireuen, to request their assistance in building paddocks, huts for growing salt and drying the sun, the areas organized have provided assistance to women in their livelihoods over the past month.
IOM, is currently designing the paddock and huts. Last week, IOM completed site assessments of sub-district health centers (puskesmas) in West Aceh and Nagan Raya districts. IOM will build up to 12 SHCs there as a temporary solution to healthcare needs until the permanent facilities are fully operational.
The Provincial Health Office has identified ten SHC sites, seven of which have been assessed by IOM’s medical team. The rehabilitation program for the Nias and Simeulue Island markets was continued with construction activities in three locations in Simeulue.
IOM-trained carpenters completed the first 12 units in Sinabang, the island’s capital. IOM used LCT to transport additional work materials to Simeulua where many roads are still impassable by trucks. Site clearing is underway in Nias and construction will start this week.
